Check for a manual override or a held 'unlock' command on the door. Overrides survive the timezone ending.
Also confirm the door's timezone mode is set to locked outside the schedule, not 'card only'.
Check the holiday list and that the panel clock matches the server; a drifted panel clock causes exactly this.
